Visual: Most of the town is very orderly and laid out, filled with neighborhoods of well-tended buildings. Structures are large and elaborate, each carefully designed for its present purpose.
Behavior: Citizens tend to speak in veiled language, conserving a sense of respectability, expecting outsiders to conform to their sense of etiquette and decorum. Those who do not treat outwardly treat others with respect nor obey the customs of Numalia will be treated with intense dislike and even careful hostility. Citizens in Numalia are very reserved, and conceal their emotions even from their friends and families. The DCs for Gather Information and Diplomacy checks are higher here than in many places because of the challenge of properly presenting oneself. Interactions are seen as exchanges of favors, but a veil of respectability keeps this attitude from being open.
Type: Trade Guild
Alignment: Lawful Neutral. Tends toward bureaucracy and codified regulations.
Although Darja Palian (20th Expert) is the head of the
organization, the merchant guild prides itself on de-centralized leadership
for direction. However, when a ranking arbiter is needed, most members turn
to Darja. Darja is also the member that takes care of the political needs of
the Guild, and can most often be found at the palace. This guild operates the
caravans and money changers, and is in charge of all taverns and
brothels in town. The guild is responsible for maintaining economic
stability in Numalia.

Type: Fringe Cult
Alignment: Chaotic Neutral. This cult claims to fight for personal freedoms
and against the encroachment of aristocratic power, however many believe they
exist solely to fight for the sake of creating problems. This order believes in
examination, inquiry, consideration, not blind devotion. What leads most
skeptics to begin to examine and then eventually to be at a loss as to what one
should believe, if anything, is the fact of widespread and seemingly endless
disagreement regarding issues of fundamental importance.
