Prevailing Alignment:  The people of Kharzho are evenly split between the Neutral Good, True Neutral, and Chaotic Neutral alignments (33 1/3% of the population for each of those alignments).

The city of dreams, on the edge of the Kolp Nolj (Dream Lake), Kharzho is unique in Inzeladun.  Constructed entirely out of crystals and other exotic materials, it boasts of skyscrapers and gateways to other realities.  This is also the training grounds for the Silver Robes (Psion-Mages).  Kharzho is also the current location of the Tower of Magic, which is considered by many to be the source of arcane magic on Inzeladun.

Karzho, with the Karzhon Palace, is one of the magical foci of the world.  Magic here is cast as if the caster is two levels higher and spell resistance is lowered by 2.  The only exception is Divination magic.  It is cast as if 5 levels higher and spell resistance is 5 lower.

On the gates of the city is the following greeting:

Welcome to Kharzho

Power Centers

Conventional – King Amren, Guardian of the Silver Tree.  Neutral Good.  Degree of Authority: Middling, Popular.  Tends to take stances opposed to the Dreaming Guild.  Has the support of the Geomancer Silver Robes and the Imperial Court.  35.5% of the power. Although Kharzho is the seat of the Empire (which is ruled by Isaxar the Vile), Kharzho and its demesnes are governed by King Amren, Guardian of the Silver Tree.  Dovinyae, another Guardian, also resides there, advising King Amren.  The Silver Tree's physical manifestation can also be found in Kharzho, protected by the two remaining Guardians. 

Magical – The Tower of Magic, Neutral, Degree of Authority: Tense, Popular; Supports King Amren and the Dreaming Guild.  Tends to ride the fence a lot.  Trains mages and Psions.  29% of the power.

Magical – The Dreaming Guild, Chaotic Neutral Degree of Authority: Tense, Popular.  35.5% of the power. Opposed to the King Amren, the Emperor, and the Silver Robes. Many people in Kharzho possess the Dreamer prestige class.  The last known Dream Willow trees grow in a grove in Kharzho.   The city's major industry is the harvesting of Blue Lotus.

Constable : Highest Level Warrior – 14th level. Constable Thyl(xh)itha, Neutral Good female warrior.  2 seventh level and 4 third level female fighters serve as her highest ranking deputies, and are ranked as Captains (Uthorgha & Vinoxa) and Commanders (Darikada, Okoma, Palexthya, & Ratsika) respectively.

Guards/Soldiers: 150 full time guards/soldiers, 750 militia.

Community Descriptions:

Visual: This is a beautiful city made out of extraplanar crystalline buildings.  Near the palace of King Amren, located in the center of Kharzho, the crystals are very brightly colored: white, gold, yellow, orange, and red.  The rest of the town is still bright, but somehow lack the brilliance of the center.  The city is laid out in a moderately planned, organized manner, but, over the years, some of that original plan has been modified, causing a few seemingly haphazardly placed buildings.  Trees bloom and sprout along the streets.

Behavior: Relationships in Kharzho tend to have an attitude of being an exchange of favors.  Gifts and other considerations are welcome and expected.  The population native to the center of Kharzho tend to dicker good-naturedly and openly.  Near the Tower of Magic, these negotiations tend to be veiled, discussed in a very formal register.  Around the rest of the city, especially around the various temples and dreamer shops, where the population can sniff out an agenda at a hundred paces, negotiations begin only after the parties have proven themselves as being worthwhile.

The Dreaming Guild

Type: Dreamer's Guild

Alignment/Agenda: Chaotic Neutral.  Claims to fight for personal freedoms and against the encroachment of government power.  This guild controls the supply of dream willow bark and blue lotus, as well as other means of dream travel and education.  It supplies guides or guards.

Size: Major. 

Member Population: 200 members. 

Resources: GP limit of 40,000 gp/week.

Demographics:  Integrated, with Expert being the primary class (37%).  Rogue is the secondary class (20%).  Commoner (18%).   Adept (10%).  Aristocrat (7%),  Psion (7%), Other Classes (3%).  Most have at least one level of the Dreamer prestige class.

      Highest level members: The leader is a 9th level expert/10th level dreamer named Uxtylalth.  He is assisted by Cykynim, a 20th level Commoner/5th level Dreamer.

Demographics: Integrated, with Wizard being the primary class (37%).  Adept is the secondary class (20%).  Sorcerer (18%).   Psion (10%).  Aristocrat (7%),  Psychic Warrior (7%), Other Classes (3%). 

      Highest level members: The leader is Peytok Kreed, a 13th level wizard.

Manifesto: Proclaim that magic is the most important force in the world, more vital than good, evil, law, or chaos.

The Silver Robes

Type: Wizards' College

Alignment/Agenda: Neutral Good.  Organized by Isaxar the Vile and the Guardians of the Silver Tree (Amren, Dovinyae, Alrek, Sir Xavier, Toki, and Ragnar Silverbeard) out of rogue Warlords.  Many have a level in psion, all are geomancers.  They are very much aligned with druidic cults.

Size: Medium. 

Member Population: 120 members. 

Resources: GP limit of 20,000 gp/week.

Demographics: Exclusive, with Sorcerer being the primary class (96%).  Psion is the secondary class (2%).  Wizard (1%).   Adept (1%).

      Highest level members: The leader is Isaxar the Vile, a powerful wizard/psion, the Emperor of Dagam.

      Total characters of each class:

                       Sorcerer: 1 13th, 1 11th, 2 6th, 2 5th, 4 3rd, 4 2nd, 111 1st (Note: only 17 of the 1st level sorcerers live in Kharzho.  The remainder are out and about, adventuring)
                       Psion: 1 2nd, 2 1st
                       Wizard: 1 1st
                       Adept: 1 1st

Purpose: To protect the world and promote the worship of the Silver Tree.

Agenda: They are seeking to reduce the influence the Cult of the Source has in Dagam, and find a way to control the Dreaming Guild.

Resources: Imperial power, wealth, The Book of the Silver Tree, the Incarnation of the Silver Tree.

Manifesto: Proclaim that the world is alive and must be protected.

Other minor cults in Kharzho:  Some cults in Kharzho include the Prurient Order of Concupiscence, The Eidetic Lek, and the Dream-Speakers.  Rumors persist of the existence of a cult of Tenebrion, Lord of Shadows.
