Oard, City of Chaos

It is a living piece of Angust.
           
It is a realm contained by four powerful Lions.
           
It was hidden and it remains hidden.
            In history, Oard was the home of the Chaos Lords of Angust, and one of the jewels of the Angustian Empire. In time, Oard was the staging ground for the Tsuberaya Invasion, wherein the Slaad Lords were permitted to use the Psi-Gates for a dark purpose. Oard was laid waste to when the entire Angustian Empire was destroyed by unknown Powers.  Before the city was physically destroyed, the Chaos Lords, helped by Slaad Kings, put the essence of the city into four lions that had come to symbolize the city.  These four lions, the Lion of Tannen, The Lion of Orjuella, The Lion of Tazaki Kubo, and the Lion of Varan, were then hidden from the Powers, and from the horrible King of Angust, who cast his personality far into the future so that he would not be caught in the destruction.
            Recently, a shipwright named Roland discovered the lost ruins of Oard and became a Chaos Lord, the first in eons.  Even more recently, Roland found the Lion of Tannen, and, with the help of the Slaadi, summoned the essence of Oard into being. Oard, once a small, limited extradimensional space with its own unique rules, now exists on the Prime Material.  Oard possesses portals to the chaotic mess of Limbo.
            The city has begun construction on spelljamming ships and floating docks.  Chaos Lord Roland has established trade with Alisander and Ta'akrinat.  The Apothoker of Sigil has opened a shop within the city, and a temple of Marush Hob, a temple of Dreams, and a new library have all been established since the awakening of the city.
            There are forty districts in Oard.

Normal Gravity

Erratic Time: (Time is normal while it exists on the Prime, but can be placed as its own plane; if that occurs, then time shifts at the whim of the Chaos Lords)

Finite Shape and Size: Oard is the size of a city, and its border extends to a mile outside the walls, and, if the Chaos Lords opt, the plane can become self contained.

Divinely Morphic: Objects respond only to the will of the Chaos Lords.  (When all four Lions are restored, then the demi-plane becomes Sentient.)

No Elemental or Energy Traits

Strongly Chaos-Aligned: Any non-Chaotic aligned character suffers a -2 circumstance penalty on all Intelligence-, Wisdom-, and Charisma-based checks.

Wild Magic: Spells and spell-like abilities function in wildly different and sometimes dangerous ways.  A non-chaotic caster must make a level check (DC 15+attempted spell level) for the spell or ability to function normally.  (When the Lion of Varan is restored to Oard, then any spell with a Law descriptor has a +4 modifier to the DC and any spells or abilities with the Chaos or Wild descriptor has a -2 modifier to the DC).

Oard Links

Oard has access to much of the rest of the universe.  Seventeen Psi-Gates rest within the city, offering travel to many locales on Inzeladun.  Thirteen permanent portals to Limbo exist within the city, and a single, one-way color pool in the Astral leads to Oard.  There is also a two-way gate to Sigil in the city.

Oard Inhabitants

There are no natives to this plane.  Most current inhabitants are anarchic creatures, Slaadi, plane-touched travelers, and tieflings.  A few Inzeladun natives call Oard home now.  Oard is also home to a sentient castle.  The minister of city affairs is an awakened giraffe.

Nonstandard – Religious - the two main temples in the city, the temple of Marush Hob and the Temple of Byleth Hob, have gained a substantial among of support among the people.  Currently they support the decrees of the Chaos Lord.  Degree of Authority: Middling, Popular; 37% of the power

Nonstandard - Xaositect Guild, Chaotic Neutral, arrived from Sigil and Limbo. Degree of Authority: Middling, Popular;  12% of the power. 23% of the power

Monstrous – Sskellum (White Slaad), Chaotic Neutral, protects the city against invasion, especially from the ancient King of Angust.  Degree of Authority: Middling, Coercive.  10% of the power.  Supports the Chaos Lord.

Community Descriptions

Visual: The town is haphazard in its layout.  Although now, it is limited in changes (someone actually has to destroy or build a building to change things), if all the Lions are restored, buildings, streets, etc. can change and rearrange according to the wills of the people, the Chaos Lord, or by the city itself (depending on how many Lions are restored).   However, most of the buildings seem solid and are made out of stone.  Many of the buildings are built with a design to look as impressive as possible.  Statues abound, as do fountains. Horrible, black obelisks jut up from certain spaces, and these places are avoided by the populace, as they are considered to be manifestations of the ancient King who led Angust to ruin.  At the center of the city is an impressive, sentient castle. Behavior: Citizens tend to judge people instinctively and often require new-comers to prove themselves by actions before winning their confidence. The inhabitants of Oard can sniff out an agenda at a hundred miles, and any Gather Information checks have a +6 modifier to the DCs to reflect the difficulty of making one's inquiries seem appropriately casual and disinterested.  Most interactions are treated as exchanges of favors
