Esoteric Order of Ilsensine. They run the docks and ship building facilities
with unpredictable and horrific intimidations, creating an aura of abject fear.
Magical – The Esoteric Order of
Ilsensine, Lawful Evil Degree of Authority: Assured, Popular 32.15%
of the power. Run by Lugriulisine. Opposed to all the above
centers of power. This cult offers a codified set of laws, which its adherents
obey out of fear of harsh punishment. But many of the townspeople appreciate
the rules, believing them to be a gift from the goddess. All of the psions
in town belong to this cult.

Visual: This town is as mismatched and patch-quilted as they come. The
shipyards are ramshackle and in disrepair, tired of war yet very willing to
create havoc and strife in town. Little is known of what goes on beneath the
surface in the shipyards, so little, yet occasional ghoulish glimpses fester
up upon occasion, giving a horrible ray of light on what stews in the putrescent
brains of men in this part of town. The graveyard, which is tended by the Esoteric
Order of Ilsensine, is another fearsome spot in town. Organized and well tended,
the people believe the graveyard teems with the terrible, unbodied intelligence
of generations, an intelligence not limited by the laws of matter. The trees
of that cemetery, feeding on the spectral and unmentionable nourishment found
in that charnel earth, have a horrible, monstrous look about them. The cult
of Ilsensine patrols the sections of town around that cemetery, keeping it safe
for its inhabitants, who tend to be the rich and wealthy in town. Despite the
patrols, the captain of the town guard does not trust the cult or its patrols.
Anyway, that portion of town is organized and well tended. Other parts of town
tend to vary. The castle of the prince is a bit ramshackle in appearance, built
with mazes and towers stacked upon towers, giving it a dizzying look of feebleness
– yet do not be fooled, the castle of the prince is strong, and well defended.
It has protected the town many times from the warships of the Drychtnothians.
Behavior: The citizens in the shipyards respond best to passionate intimidation,
and the citizens protected by the cult of Ilsensine are discretely threatening
to newcomers, not wanting their tranquility disturbed. Much of the rest of the
town are moved by impassioned virtue and swashbuckling heroics. The town very
much supports the Prince and the Esoteric Order of Ilsensine as protectors of
the people. They will not, however, speak out against the depredations of the
Shipping Guild due to fear of "disappearing."

hatred, destruction, and mayhem for their personal benefits. They take advantage
of the towns liberal policies, and create an atmosphere of abject fear in town.

Type: Fringe Cult
Alignment: Lawful Evil. Uses the community's laws and regulations to
their best benefit, furthering their goals at the expense of those less able
to exploit such rules. This cult has most of its power in the upper classes,
and operates most strongly in the portions of town nearest the cemetery. The
upper classes want more organization and rules in the community, and this cult
provides that. Its persistence among the simple people is quite remarkable,
and has replaced the worship of the Nemed Hob, Nature, and the other major gods
of Nyandar. The cult also has a strange attraction to psions in the town.
Indeed, the cult actively promotes the worship of psions and psionic power.
