CITY was conceived of a low-present-day magic, which didn't survive contact with the first group of players. It's pretty high magic now; with Meiji, Burne and Atlatl Jones (I don't think you've met him yet) at 11th level. We've been trying to figure out if that kind of player-controlled magic is important to the
feel of the game.
