I would take issue with the "incomplete" description. The beta is a full system with all classes defined, races, equipment, spells, skills, feats, etc. This fact alone makes it more "complete" than the
4E PHB. I think you're describing it that way because it is a beta version of the rules. In that respect, yes, but I prefer to look at it as just not 100% polished yet. And the reality is, there will never be such a thing as a 100% polished rule set.
