Sounds interesting.
The resource acquisition quickly becomes irrelevant in Dawn of War (admittedly, I don't fight the AI on the higher levels- I am still a little more too "casual" for that).
I don't know if I like the RPG-like mechanics part with going on quests, but that depends on the actual implementation.
I really enjoyed Dawn of War, and own all
supplements expansions. I also found the "Risk"-style campaigns in the last 2 expansions very nice for the replay factor, though I am also always a sucker for a "real" story-line in games, too. Command & Conquer (minus Generals) and Starcraft have been my favorites for that reason.
