Not really. I mean, it's a good move, and probably makes it impossible for the PS3 to pass the 360 in the US if Sony sticks to its 'no more PS3 price cuts this year' line (especially if some good sub-$300 Blu-Ray players come out this fall). But it's not a game-changing move that will let them end the inexplicable Wii dominance of this generation.
But if not for the Red Ring of Death issues, delays on cost-reducing some parts (mostly moving the CPU and GPU to a smaller manufacturing process), and the PS3's glacial uptake before this year, it's a price cut they would have made last year (instead of slashing only $20 off the Arcade, $50 off the Pro, and $30 off the Elite like they actually did).
