My intention was to gain the lower benefit if you hit that DC, and then the higher benefit if you hit the next DC. Similar to how rituals give you more benefit if you roll higher on the check.
Also as a note, to me this isn't "really" a power up in the game. This is the kind of stuff that I expect players to use skills for in the first place. I just threw some mechanics in there to spark the imagination, and get people thinking about what they should be using skills for.
