Oh my... Imagine an evil society which utilized slave labor with liches. Thanks to the bargain-basement rituals, the liches aren't as powerful as the real deal, but they're just as long-lasting, durable and sentient. Slaves who don't even have the option of dying... PCs could be tasked with storming the vault where the slaves' phylacteries are stored and destroying them...
