Mr. Rouse has already explained that the responsibility is his to get it done, and that there are several things he has to do first. It does not "care" means it is not a priority. Be it because of cost efficiency, be it because of whatever other reasons might exist (for example legal). I am not sure what we are disagreeing about here.
