WotC's staffing is like, but if it's on Scott's plate and only Scott's, then chances are he's the one to do it.
"Around the world" has nothing to do with it. "Inside
WotC" is the relevant environment. Considering recent cutbacks, there is no way they would add someone to the brand team just to get this done.
It may be that there is someone else who could do it, just not as well. That's an efficiency question as well: do you get it done just to get it done, since that would risk errors and problems that you wouldn't risk if you wait until the right person is available?
