Far as I know, the
GSL still has not seen a
final release, so many companies who might want to support
4E are playing a waiting game while waiting for clarifications on certain points. Given that certain important parts of the
GSL seem to be 'up in the air', I'd be very hesitant to commission and commit resources to something that might change on a dime at a later time, especially if I was a very small publisher (which is all of them except for 2-3).
