Vagabundo. I'm with you here. Deciding when to level is something that only the DM knows at any given time.

This is a good idea. Hand out action points as style rewards. I'll have to try this.

I agree. 4e's elucidation of the game mechanics actually frees you from having to make it up yourself, and allows you to experiment with your imagination in the ways that are the most fun, like the story.
