It certainly could; I would just prefer it to be a little more accessible to newbies. Dropping the cost per turn helped.

Yup, exactly that. Interestingly, although we spent the first half of the game calculating it in, we found it made
no practical difference to the gameplay. Everything continued to move in exactly the same way without it.
