When I said, "it means you decide whether they succeed based on the skill bonus rather than by rolling", I didn't mean to say that the DM is deciding the outcome of the skill check while writing the adventure (if you wanted to do that, why allow a skill check at all?). I simply meant that Take 20 is the same thing as saying, "If the players perform a standard search of the room, they find the secret door if any character has a perception bonus of at least +13".
