The numbers definitely need tweaking.

Flanking a combatant shouldn't gain enough points to do an encounter power... if it only gained 1 it would be a cost reduction ... allowing one to do more not and infinite stream of heroic encounter powers.
EDIT: just noticed the re-use penalty means CA only makes heroic level powers free once.

Numberless raw idea a flavor to represent a boost of points for employing time and perception at the beginning of the encounter.

Reading the Ley Lines / Attuning the Environ / Reading the Battle Scene
A method/methods to gain a boost of "Points" at the beginning of the battle/encounter. Those with surprise often gain this boost without spending any time or effort in the battle itself.

Remember for stunts while the person performing the stunt is likely untrained in its use... their adversaries are likely untrained in responding to it... (this is a rationale for a price break which encourages stunts)

conversely a stunt is likely less repeatable... ie it would be a standard tactic if it were easily repeatable... so increasing the reuse cost makes sense.
