just wondering if anyone has found or made a guideline for creating new powers.

What I do is look at other powers of that level, and try to balance stuff based on the theme of the class.

That doesn't always work however - if you try to balance every power vs. Stinking Cloud, you'll never have anyone take Web, for example.
