I'm not happy with the fact that bards must use musical instruments as implements. I like the idea of the beautiful woman with the voice wich enchants allies and foes alike, or the wailing screecher whose voice strikes fear into the hearts of her enemies. So I had a new idea. Bards can use their voices as implements. Using the enchant magic item ritual, they can enchant their voices so that when they sing, their songs are improved. Here is a sample.
Wailing Voice Level 3+ When you sing, your voice sounds discordant and terrible. Level 3 +1
Level 8 +2
Level 13 +3
Level 18 +4
Level 25 +5
Level 28 +6 Implement (Voice)
Enchantment: Attack Rolls and damage rolls. Power (Daily, Thunder, Fear): Close burst 5; Charisma vs. Will; hit: the target is dazed.
I like all of your ideas, but I was really thinking of a character with a magical voice. I like the idea of vocal enchantments to imvrove the characterss voice.
To make it simple, why not have it behave exactly like the item you created, call it a graft, require and extended rest and a heal check to equip (graft) it, and have some other minor penalty for just receiving a medical procedure.
Monks can enchant their fists with magic properties, so I don't see a reason a bard could enchant him/herself with a magical voice.
I probably wouldn't start the trend with a wailing voice, though. "When you sing, your voice sounds discordant and terrible," just doesn't seem like a great way to 'set the stage'

I think by adding the voice slot or making implements not necessary for bards you are eliminating a necessary drawback of the class, namely that they have so many options for things they could/should carry. That's my opinion at least.
Maybe one of the requirements for gaining a magical voice is the sacrifice of one hand.
That way you have to 'wield' it . . . kind of.
Or a microphone . . . but yeah, I guess it's generally expected that things take up hands. The monk doesn't have that problem with his enchanted appendages, since they are his hands.
