I'd start by looking at the level 12 Golden Lion. It has nearly-identical defenses, identical attack bonus, significantly more damage, and only 2 more hit points. I'd guess that the Lion is more of a Striker to the Hound's Defender, so say +1 to all level-based values (of the level 10 Hound, I mean, and an extra +1 to Attacks and Defenses for the shift from Heroic to Paragon seems reasonable to me. Switching the push+shift to just knocking prone should be OK,
IMO. Unless there's some specific synergy with the owning character that makes knocked prone extra bad...
And
IMO the removal of basic attacks (and therefore OAs) was an intentional change, and a good one. You might be able to make a Figurine that has a "semi-OA" power in the guise of an Immediate Interrupt or Immediate Reaction, but that would probably have to replace the second at-will power, at the least.
