Consumable Word of Recall item

The party in my game just became members of a powerful military order, and I'm working on some benefits they derive from that membership. One of the benefits I'm considering is an item would be similar to the 3e spell Word Of Recall.

Basically, a consumable item that teleports the user (and all allies, including corpses, in Burst 5) back to the home base of the order. I'm thinking that I might also make it only take effect after the end of the users next turn, so the party still has to survive one more round before they escape.

I'd like some advice -- does this seem like a reasonable thing to add to a 4e game? Does something like this already exist in the game, and if so, where?

What level should I make it, and how much should it cost? My gut feel is to make it a level 9 consumable, which puts the price at 160gp, which feels well balanced against Linked Portal at level 8 (component cost 135gp). It's better than Linked Portal because it can be used in combat time (though the delay does temper that somewhat), but it's limited to a single location decided at construction time, while Linked Portal can take you anywhere with a teleportation circle you're aware of. If that comparison makes sense, then an improved version that works across planes at level 19 would follow.

With the limit of where it can teleport you to, I don't know if it needs to be a level above Linked Portal. I'd maybe make the addendum that it's linked to where it was created, to prevent people from using it as a push-button Trojan horse.

Here's what I ended up with:

Consumable: Refuge Stick

Level: 9
Price: 160gp (to enchant)
Power (Consumable): Minor Action. Break this small glass rod, and spend a healing surge. You do not gain hit points as normal. Instead, you and all allies (including those who are dead) within Burst 5 begin to glow. At the end of your next turn, all affected are teleported to the location where this Refuge Stick was enchanted, as long as it is on the same plane of existence.
Special: Refuge Sticks can only be enchanted at a location which contains a permanent teleportation circle.
