Monster Maker
Here's my Monster Maker, designed to help you create your custom monsters and easily format them in an attractive and authentic stat block.
Update 9/26/08
Version 3.0 is now available.
* Special thanks to Michael Leger for providing a great icon!
* You can now add sections to monsters, such as knowledge checks, tactics, etc.
* 4e.css has been updated to format the sections
* Fixed power displays (First line of text in power descriptions now indented like the rest)
* The program now checks if 4e.css is in the same directory as exported HTML and offers to copy it there if not
* Pressing enter no longer closes the power and aura windows.

Huh. Ain't that a bitch. I don't actually know how to use XML-- yet. I guess if I'm gonna learn, a fully fleshed out and developed schema like yours is the way to go.

XML can be quite useful. Of course, some will say it's over-used a little bit, but I think in this context, it is great. Especially with the idea of a 4E XML format that could be exchanged between different applications! (Probably not GSL-compatible, but well, nothing is perfect

With minimal changes, could be used for a PC statblock (I've used it for that with some hand editing of the HTML).

Depends where you're posting them. If you're wanting to post them on ENWorld, for example, you can't, because ENWorld doesn't allow you to post HTML. Well, you could post them as attachments to be downloaded.
If you're posting them elsewhere, open up the HTML file, copy everything, and paste it into your blog. You'll need to find a way to incorporate the stylesheet as well, which will likely take a bit of tinkering. I could help you with that if you gave me details on your situation.
You could also upload them on any free web host. Since it's just static content, any host at all will work fine.
Finally, you could take a screenshot and post it as an image, as I did in my example. That's actually your best bet for one reason: your intended viewers probably don't have the 4e icon font, so instead of the nifty icon they'll just see M or r or whatever.Posted 3rd July 2008 at 10:11 AM by Asmor

Probably won't do that unless there's overwhelming desire for it... Personally, I design NPCs the same way I design monsters, and I think the stuff you mention in the DMG is redundant at best and an annoying throwback to the bad old days of 3rd edition NPC creation at worst. Sorry.
