| Maximum Ability Bonus (remove)
While working on vehicle construction, I've decided that the Maximum Ability Bonus is not needed. Its concept was barrowed from armors which have the same "penalty." But the idea is to much when combined with "handling modifiers" and the often large size modifiers.
Besides, if a character has an incredible Dex modifier (due to magic, race, etc) they might as well get to use it for flying.
