has anyone done a version of this? Or is anyone willing to do a version of this? Two abilities that probably need to be feats are the draconic breath weapon (I'd think to use the dragonlance version) and some sort of ability to grow wings (from gliding to useful, mabye needed as a first lvl feat then ability make them more powerful)

simple just use the feats dragon wings for first level and then improved dragon wings at 3rd or 5th level, and the dragon breath feat, all are feats described in races of the dragon.
Those are Dragonkin and they are quite powerful with a +2 ECL and 7d8 monstrous humanoid dice, so they are not going to be welcome in most campaigns. I have a writeup that is more like the 4e race here:

do have a copy of document that gives me:
Dragonborn: +2 Con -2 Dex, same as base creature, same as base creature, fighter and the base creatures, same as base creature (dragonblood, same as base creature), races of the dragon.
I think I might reverse engineer the 4e version and meld with the above to make a seperate race, not some hybrid.

Different Ability score modifiers (Str vs. Con), totally different aging categories (almost human vs. 200 years per age category), different set of racial features (Dragonborn Fury, Draconic Heritage, and Dragon Breath vs. Immunity to Frightful Presence, AC bonus vs. Dragons, and Draconic Aspect: Heart (Dragonbreath like the above), Mind (darkvision and keen senses), or Wings (Flight and Gliding)).
So they are almost but not quite totally unlike each other. However, if you choose Heart for the Draconic Aspect, turn sideways, squint, and bounce a little you could see the similarity. Beyond that the only thing they have in common is that they are both dragonthemed races.
no idea what the stats are out for ... here's my 3x conversion for dragonborn ... as a real pc race, not the races of dragon reincarnated type.
• Dragonborn, medium humanoid (dragonblood)
+2 str, -2 dex, +2 con
+1 natural armor, Low-light vision,
Favored class: Fighter
New Feats: Wings, your heritage includes winged ancestors. Your wings are able to help you glide, but not fly. You may only take this feat at 1st level. Any armor you buy must be custom made or modified at 4x the standard cost. (this opens up to the advance wing feats in Races of the Dragon)
You may take Hulking Brute (DLCS) (i thnk it's the same a another feat, don't remember the name) as a first level feat.
Available feats: various dragonbreath feats for draconians in DLCS (dragonlance campaign setting)
