A 'generic' monster manual

Has anyone created a resource like this...

I would like a list of bare bones monster stats for CRs 1-20. One set of stats for each CR. It would help answer the question "what are appropriate values for AC, attack bonus, damage, saves, skills for a particular CR." It could also be used to eyeball NPC stats on the fly.

I would love to be able to start with a CR 4 stat block, adjust a couple of things up, a couple of things down, add a couple of special abilities from a menu, and voila, instant monster or NPC.

Something like this exists in the DMG NPC tables, though I don't find the layout terribly useful. There are sample NPCs in Cityscape, though, as well as many 3rd party products, but I don't know of anything as generic as you mean.

The problem, though, is that CR 4 can look very different on different critters. Something that relies a lot on spells or SLAs can have low AC, HD, etc, vs a melee masher. Perhaps something also done by "role" to borrow the 4e terminology.
