Would it be allowable by RAW to have a book of scrolls? Just using the pages of a book (very similar to a spell book) as the paper that you scribe the spells onto and then flipping to the page of the spell you want to cast. As apposed to digging through a bag of loose sheets of paper.

Technically?

No - the DMG gives a very detailed physical description of a scroll, and they're not in book form.

Balance-wise?

I'd permit it with a small fee for the convenience (assuming you had Scribe Scroll, and went through the Scribe Scroll mechanics).

You can put more than one spell on a scroll (and it doesn't take any more time to find which spell you want to cast from it).

There technically is no limit, but the DMG has listed 1d6 spell scrolls in the treasure table.

This is how you can make more than one scroll a day (in essence) since a scroll is a single magic item.

The time to craft a magic item is a minimum of 1 day (even though time wise most scrolls take much less).
