creating magical items vs. creating psionic items.

i noticed this line, in the text regarding creating magical items:

A creator can create an item at a lower caster level than her own, but never lower than the minimum level needed to cast the needed spell.

yet i found nothing co-relating to this within the text regarding psionic item creation. am i missing something? either way, i'm going to house rule that you can get psionic items at a lesser caster level if you need it, bringing it in line with magical creation.
