Could a high enough level psion manifest "Schism" twice?

For example, level 20 evil psion manifests Schism, which gives him the ability to function as a level 20 psion and a level 14 psion (purely to manifest powers). Could the level 14 mind then also manifest Schism and function as a level 14 mind and a level 8 (purely to manifest defensive/immediate powers)?

Yes, I know they'd burn through power points rather quickly... but, if an evil NPC is there and dedicated to wiping out the PCs, the evil psion might do it?

I'm pretty sure Schism would be an effect.
So same effect/different strengths rule means it overlaps.

Since schism splits mind in two: I don't think you can split it into 1/2, 1/4 and 1/4th.

By the RAW, I think Starbuck is right. But it's a cool effect, and with the diminishing returns I don't think it's too powerful; I'd allow it at such a level.
