Ritual Casting and Scrolls

I'm confused by this line from page 299 of the Player's Hanbook:

Does that mean someone without the Ritual Casting feat can cast a ritual from a scroll from any level? For example, can a 2nd-level fighter cast a 30th-level ritual from a scroll?

Well, recall that ritual scrolls have a GP value in game, and as such are only appropriate gear/treasure for a narrow range of characters. A 2nd-level Fighter who finds (read: whose DM gives him) a 30th-level ritual scroll is in basically the same situation as the 2nd-level Fighter with a 30th-level magic sword.

It may be strange, but since a ritual scroll is expended on one use and costs as much to create (and presumably purchase as a result) compared to a ritual scribed into a book which lasts "forever," it seems like the trade-off is intentional.

I actually really like it - lets you simulate things like invocations or plot magic far more easily.

That it does, I just dislike that one doesn't need the feat to use a scroll and that one can't copy a ritual into their book from a scroll, as one could in previous editions. I think the cost is a bit excessive as well. A cost of component + X would have been more fair, IMO.
