Zones and damage

Ok, her's my problem. Let's take power like Stinking Cloud or Hunger of Hadar. In it's describion there's note that you take damage when you enter or start your turn in the zone. I have some questions:

1) When I use move action to move Stinking Cloude. When i move it over enemy is he taking damage?
2) I use push to put enemy into the SC. He takes damage now, and then again when he start's he's turn in the zone?

1) I'd say so. He wasn't in the cloud, now he is. In any other case it would be clear that he's entered the zone. Odd situations would arise from making an exception for this.
2) Yes, each time the condition is satisfied. He has the chance to avoid taking a second hit of damage in a number of ways - for example, by taking a free action that gets him out of the zone or lets him resist the damage, or by his allies moving him out, killing you or dispelling the zone.

1) I'd say no. He will take damage on his turn for starting in the cloud. Also the text about entering the cloud also implies to me that it is something that would only occur on the opponents turn - the opponent chooses to enter the cloud.
2) Again I would say no, but again he will take damage at the start of his turn. Otherwise it lets the wizard deal double damage. This is the sort of thing that always raises a red flag for me.

if you move the zone, the enemy is not entering the zone, the zone is moving over him. Entering is a specific game term, and only happens when something moves somewhere else. Stationary objects are by definition not moving.

If you were to -push/pull/slide- him into the zone, however, that's entering.

Ok. What with this situation. I create a wall of fire. I place it on the square occupied by enemy. Is he taking damage just after i put the wall and again when he start's his turn? Or just at the start of his turn?

According to the power description, if you place the wall on top of an enemy, the enemy takes damage at the start of his/her/its turn.
