Monster Attack Targeting

I noticed that monster attacks don't have targets like player powers (enemy, ally, etc)... in the description it usually says 'target'.

I'm currently assuming that a monster attack -- such as a blast -- will hit friend or foe unless the attack explicitly says 'enemies'.

Is this correct?
