Healing word, NPCs and the like

I know that only some baddies have the ability to take a second wind. But what do we do when an NPC (on either side) gets tagged by a healing word or some other power that requires a surge be spent?

I'm currently going with "if you get a second wind you really have 1 healing surge per day and otherwise you get nothing" but I'm not sure that's right. Thoughts? Rules?

MM pg 7 states that all monsters get one healing surge per tier.

Those monsters with second wind powers or other ways to active surges are just the lucky buggers who always get to use them.

Thanks! I knew that rule, but forgot. Wow, that's going to actually make an encounter I have planned quite a bit tougher.
