Weapon Expertise: a question

I've seen that Weapon Expertise is usually used as a generic +1 (etc) to hit. However I've just read the text again and it seems only to apply to weapon POWERS!

To me that means that you do not get the + to hit when using basic attacks as they are not Power attacks. Is that right?

Im pretty sure that everyone is in consensus that basic attacks are pretty much just at-will powers.

Anyway I'd never play with a DM who took the rules that literally.

It's not only consenus that basic attacks are powers it is RAW.

Somewhere in the PHB it's even got one of those fancy stat blocks with a green header.
