Lasting Frost Quick Q

Lasting frost states:

Any target you hit with a power that has the cold keyword gains vulnerable 5 cold until the end of your next turn.

My question is this - does the target take the extra 5 cold damage with the initial power that triggers this feat? Or does it only apply on the follow up attack.
