Ah that is an interesting take where "true luck" is benign and chance itself favors living naturals , (she is the patron of all heros whether they realize it or not..) and proper luck derived attacks have increased effect on pretty much the same set of beings that are affected by astral sea leakage...could be a coincidence... now a wizards power might seem to manifest as luck manipulation but it "really isn't" at least from the point of view of the cleric of Avandra.
Any attack dealing 1 point of damage is potentially deadly so those chance of faith needs to be wicked

.
I think luck effects might feel more like luck if they were more controllery.. but perhaps that is from the point of view of a human... with nice saving throws and the approval of Avandra... bad luck is mucky saves and trips are granting combat advantage.... etc. pure damage based luck?...doesnt feel quite as much like luck.
