Magic Item with Arcane and Fire keywords that is not a Wand or similar
Yes, we are currently playing the Trollhaunt Warrens.
Do you know of any magic item, that has the Arcane and Fire keywords, and is not restricted use (i.e. we even have a Wand with those keywords, but noone can activate it, since you need to be a member of a class with Wand as Implement)?

Wondering what the Dungeon Tiles are like? Take a look here (up to DU5 Sinister Woods).
Why Arcane? Why not just a Flaming weapon (or Weapon of Summer, for something a bit more extreme)? Or a version of the gloves that add cold damage, but in fire.
Magic item powers generally don't have power source keywords like arcane. Wands are the exception because their item powers are taken from classes instead of generic.

Why do you need the Arcane keyword? Maybe there's some secret to the scenario, but trolls generally are vulnerable to any kind of fire or acid, not just arcane versions.

Any character with an Arcane, Weapon attack (Bard, Swordmage, Warlock with certain powers, some Divine PC with an Arcana [Domain] feat) can use a Flaming weapon to make that attack Arcane, Weapon and Fire.
What classes do you have in your party?

Right now Dwarf Fighter (Dreadnought) (was a Half-Elf Warlock a while ago, but that one died), Dwarf Paladin (Hospitaler), Elf Cleric (Radiant Servant) & Dragonborn Warlord (Battlelord). There's also an Elf Ranger (Battlefield Archer), but the player has little time currently.

Hedge Wizard's Gloves? They don't have the fire keyword, but I think it's reasonable that using Prestidigitation to create a puff of flame would count as an arcane fire effect.
Also, a possible spoiler about how your DM might be misreading things. Not sure if you want to look at it or get your DM to:
The activation conditions just say "or possess an item that creates [an arcane fire] effect". They don't say anything about being able to use that item. It's up for interpretation, but your wand could qualify even though no one can use it.
