Enhancement bonus and damage induced indirectly by power

Hi!

I wonder if I should count the implement enhacement bonus to the damage induced by the power, but not directly on the hit, but later when it is triggered by some conditon.

To put it more practical. The bardic power Satire of bravery (PH2) cuases 1d6+Cha additonal damage when the affected creature ends its turn closer to the bard. So does the bard adds its enhancement bonus to this additional damage? (As well as other bonuses such as feat bonuses etc.) or is this just that plain number?

Any time a power states to roll a die, any modifier that indicates that it affects the damage dice affects that die roll.

So yes, you would add Implement and (most) feat bonuses to the D6+Cha.

Implements state in them:

Enhancement: Attack rolls and damage rolls

This is a damage roll, hence, the enhancement bonus applies
