I've updated the stat block to 3.5. Note that Sammy technically can't make it to 30e. Do you want to stop him at 25e or perhaps put him at 0n (since I bet EH didn't realize the darkness and glop pit were there)? Of course, Sammy probably doesn't know the extents of the glop pit.
The pit is not glop - it is loose soil, but your point is taken. Does darkness reduce speed? It is not like not being able to see at all. If it does not reduce speed, Sammy is still at 60N30E. If it does, Sammy is at 60N25E, under the assumption that he wanted to hide in the darkness.
Edit: After reviewing the vision and light section on page 164 of the PHB, it seems that shadowy illumination does not hamper movement, so Sammy is in the sand pit at 60N30E. Sammy cannot run or charge, and moves at half speed while in the sand pit, so he cannot take a 5-foot step while in it.
Round 725
Tempo Drake appears at 50N25E, claws twice and wing buffets Sammy (missing with bite because of darkness) for a total of 33-15=18 points of damage. Sammy has 20 HP remaining.

OOC: Good point. I keep forgetting that darkness doesn't hamper movement. That means you can charge through it.
Sammy will tumble out of the pit to 70n10e (hopefully not provoking an AoO). Once there he will envelop Tempo Drake in an unholy blight. His dodge is on Tempo.
Okay. It turns out not to matter here, because he still wouldn't be able to take a 5ft-step and Sammy's tumble check is automatic. So, sammy tumbles away and blasts Tempo.
An extremely ugly and tall woman, weighing over 300 pounds charges into the arena to 65n0e and claws the dragon. Paula Poundstone, hunched over from years working the broom, flexes her powerful muscles as she attacks Tempo. The Neutrals plan to file a claim to the Board to do a chromosome test on Paula.
Paula does not rip anything, except maybe her clothes in frustration. She misses all three times, once with claw due to Tempo's disappearing trick.
Round 728
Tempo hits only with two wings, but that is enough, buffeting for 21 points of damage. Paula is booed soundly by the Chaotic Evil side. Maybe she would have fared better telling jokes instead of trying to fight.
Next in round 728 for Chaotic Evil is a babau (demon) (Monster Manual).
Barbara the babau demon moves into position at 60n10e (provoking an AoO). She then attempts to summon her brother Bobby at 75n10e, who will get flanking and sneak attack and Bobby will do the honors.
Tempo, not realizing Barbara is planning a spell-like ability, takes the AoO, biting for 21-10=11 points of damage, and keeping the red slime of himself (26 Ref save). Barbara has 55 HP remaining. Barbara must have rilmani blood in her, because Bobby shows up (rolled 06%), and claws once for 16 points of damage. Tempo is dead.
Round 729
A large, transparent, feral tiger flies (yes, flies) into the arena to 65N10E10Z. Bobby and Barbara feel strangely exhilarated from the tiger's presence. Barbara heals up to 54 HP, and Bobby heals up to 65 HP. Bobby avoids any ill effects from the exhilaration (rolled 21 Fort save).
Tempo Drake reappears at 65N10E, apparently in full health. He looks at Barbara, who disappears (rolled 11 Will save). Tempo Drake disappears immediately after.
To recap: Bobby Babau is at 75N10E, at 65 HP (one more than maximum).
Tiger, Tiger, Burning Bright is at 65N10E10Z, and unharmed.
Next in round 729 for Chaotic Evil is a marzanna (Frostburn). I am going to need some help with this one, please.
