Actually weapon damage in 4e wouldn't be that bad compared to previous editions. I expect under 4e that exploding dice would be out so a laser gun might only do d10, d12, 2d8, or 2d10 for base damage. Granted at level 30 an attack doing 7W could actually do 14d8 or 14d10 but to be honest 2d8/2d10 would probably be ship rated guns.

Which would ruin the setting as even in the far future it would be more effective to run around with swords than using guns.

No, 4E and anything modern is not really compatible.

Having a backstory is good. Using this backstory in game is better. And for that you need background skills.

4E, the game where you play HSMFOS

Heroic
Only good, or at least unaligned adventurers are supported and no monster you can fight is good aligned.

Super-
The PCs become masters in any skill automatically and it is impossible for them to be bad at a mundane task

Mutants
Compared to NPCs of the same strength, PCs poses a ungodly amount of HP and can withstand huge mountains of punishment. That or they can spontaneously regenerate wounds.

From Outer Space
Yet despite no matter how powerful the PCs become, they can never do anything special what the "natives" (=NPCs) can do like animating a skeleton.

Dragonstar was one of those settings that really piqued my interest, but I never got to play. I hope to see it again someday, whether 4e or not.
