What I meant is that the GSL police won't batter down your door just because you decided to make a homebrew [Oerth/Ptolus/Golarion/Athas/Ravenloft/Krynn] 4th edition game...

I agree that some settings favor the new rules more than others, but the case in point (a Westeros 4E game) is far from impossible...
