I'm thinking in terms of the 4E cosmology. Where should the Plane of Christmas go?
Is the Plane of Christmas the Astral Dominion of Santa Claus, an eternal Winter Wonderland, beautifully decorated and never too cold?
Is it in the Elemental Chaos as a stable region of Elemental Christmas, where trees, gifts, candy canes, and perpetual distant jiggling sounds all form themselves directly from the landscape?
Is it a hidden demiplane, only accessible to Santa, his elves, and good little girls and boys who happen to get lost in the Arctic?
Is it a Fey Demesne hidden amid the polar Feywild, making worldfall once each year on Christmas Eve?
Is it someplace... darker?
Post your suggestions, and reasons! Remember that this is (obviously) only a half-serious discussion.
Hmm... The Demesne of Christmas is a hidden region in the deep north of the Feywild. Its borders are protected by the trolls and horned beings of ancient Christmas legend.
The "elves" are Elves who chose to stay within the Feywild but lost their connection to the rest of the Eladrin race.
Once a year Claus and his Demesne appears within the World. He takes flight in his own form of the Wild Hunt. He hunts down those both of good and ill and rewards them their just deserts, his sleigh is pulled by Fey Reindeer which allows to give them flight.
Astral Dominion or Fey Demesne seems to fit best to me.
I prefer the Feywild. If I think of mythical Christmas, I can't help but think of Pratchetts Hogfather. IIRC, he is not a god, but he is a primal force, and that sounds very close to the Feywild.
If I would think of St. Nicolas instead of the more pagan origins, I think an Astral Dominion would make a lot of sense, too.

8: Child Labour (They can't all be elves right?)
9: Tax evasion
This being is a menace sent to this world in the guise of somthing good to fool us all into a falce sence of security, and when the time comes WHAM! we're knee deep in Fire and Brimstone!

Feywild is spot-on. "Santa Claus" is an old trickster-deity figure, the "North Pole" is a magical land of larger-than-life worlds, and the "elves" (gnomes!) are particularly telling.
Astral Dominions are usually, in my mind, reserved for powerful entities worthy of worship who grant powers to their followers. Gods. Klaus isn't so much a god as he is a nature spirit.

But what if he were?
As an aside, having an "evil" Santa Claus (like on Futurama, but more sinister and not at all comical) would be an interesting twist on ol' Saint Nick.
A twisted fey, corrupted by the Shadowfell, this once-benevolent character now kidnaps children from their homes. Using necrotic magic, he strips them of their souls and uses them to power his demonic clockwork toys. The children become soulless drones who work in the "shop of horrors", assembling the dread toys.
It just seems SOOOOO Feywild to me. If that fails, an Astral Dominion.

I'm quite impressed with the response so far! I'll be totally honest: When I started this thread, it was originally just an excuse to use the phrase "Elemental Christmas".
As I was writing the suggestions for the OP, the Feywild occurred to me, and it actually seemed like an excellent fit! Apparently, a fair number of ENWorlders agree.
There's no correct answer here; every choice puts a different "spin" on Christmas, and not necessarily an exclusive one, at that. (For example, the Plane of Christmas as a layer of the Abyss makes a lot more sense when one considers the chaos and evil involved with trying to find a parking space at the mall on the 23rd of December.)

Parenthetically, photostat copies of the manuscript rules were made, and when the commercial game was published, fans not willing or financially unable to expend the princely sum of $10 for the product did likewise, copying the material on school (mainly college/university) machines. We were well aware of this, and many gamers who had spent their hard-earned money to buy the game were more irate than we were. In all, though, the 'pirate' material was more helpful that not. Many new fans were made by DMs who were using such copies to run their games. - Gary Gygax
