OK, here's the scoop: Demand for this book has exceeded supply. The book channel in particular has had unforeseen levels of demand. Amazon.uk may well be out of the PHB2 (we don't have point of sale data on it yet, so I can't confirm that); if that's the case, it will likely be several weeks before they have more.
Your best bet is your FLGS. As has been pointed out, the UK isn't exactly crawling with FLGSs, but there are over 100 sites in the UK, outside of the book trade, that carry D&D. Check out www.findyourgamestore.co.uk if you're looking for an FLGS. If that doesn't work for you, most Waterstones should be able to help you out.
OK, now I'm wildly curious to know what Scott Rouse sent to Morrus regarding him not getting his book on time.
I mean, the Brand Manager of D&D emails the owner of the biggest D&D website? That's got to be worth reading, surely!

I will be off to my nearest comic store (which stocks a *few* gaming books) on my day off tomorrow.. Fingers crossed eh..

I know my local Waterstones has it (in fact it has almost all the 4e stuff), but then they do run a RPG club.
Oh and I work there... ordering the rpgs and running the club, many thanks to Esdevium for sending along PH2 nice and promptly so I can enjoy a day off reading the copy I borrowed from work.

Do you think that's to be expected when ordering the books on the net instead of buying in a store? I find them expensive enough to expect a mint condition.
My Amazon order was supposed to be delivered between march 27 and april 1st too, and the week before that I got an email saying it was on the way, arrived two days later. I guess they are prefer to err on the side of caution with ETA dates.

For what it's worth: I have heard of a lot of people having this problem, and have had it myself. I ended up stacking several other books on top of my PHB2 and it improved things a bit, but the book still has issues. Sounds like an issue with a part of the print run.

I play 4E, and it's every bit as much Dungeons and Dragons as any other edition, including the one(s) you play. No more, and no less.
I got my PHB2 last Friday, it cost less than I thought only £13.19. I think for that money I can wait. (However it's up to £16.99 now).
Especially since the (not so) friendly (not so) local game shop decided to profiteer when they knew it was in short supply and sell it at £25.99.
So Amazon saved me £12.80 which means I'm effectively getting Arcane Power for free!
Since Arcane Power is currently £12.69 on Amazon with a RRP of £16.99, Divine Power is £14.44. Checking Orc's Nest, they have the RRP at £19.99 and it reduced to £18.99 +£3.10 for delivery (£22.09 total). A saving of nearly £10 pounds.
Again I think I'll wait, Amazon deliver in the end and normally not that late, and at those prices it seems silly not to.
