4e / GSL Searching for quote about bard

I was discussing the bard and how it was supposedly the first class finished as far as design concept but due to design it was pushed back to PHBII. However I can't remember where I saw it. Not sure if it was here in a thread or if it was in Ampersand on WotC's site or if it was in a designer blog. If anyone remembers where it was at or could post a link I'd like to reread it and be able to refer to the proper location. I've tried doing a google search but without proper phrase it's like trying to find a needle in a haystack. Thanks.

I found a thread on other forums discussing the Warlord being in the PH1 instead of the Bard - the post was from June 2008 so I went to wotc and looked at 'excerpt' articles from around that time frame.

I found this one about the Warlord that mentions Bard...

4th Edition Excerpts: Warlord

...the 4th (last) paragraph of the intro is as follows...

Thanks, but it's not what I was looking for. The quote I'm looking for mentions specifically that the bard was either finished first or at least outlined first but then was held back for PHBII.
