You can store characters on thetangledweb.net or myth-weavers.com.

You can also use cutePDF (or others) to "print" a character builder sheet to PDF. You can then upload that PDF to scribd or google docs.

All those options give you a link you can share with others

There's iplay4e characters

Not sure of the legalities, but it does allow you to upload your .ddi character file and it will put it in a digital format (no data is displayed, just the names powers) I saw this on another site.
