Freedom of movement spell

The gamers in my group are having a disagreement concerning the freedom of movement spell and movement through/ in water. I believe the spell allows one to move through water at your normal speed. If normal speed on land is 30, then your speed through/in water with the spell is 30. Is this a correct interpretation of the spell?

If he's using the swim skill, no. Use the speed from the skill.

If he's running along at the bottom or flying through the water, yes.

This came up up once in a while in 3E

Freedom of Movement, providing "movement as normal".

Note: I never actually applied the "Sink like a stone" concept in that thread, but I argued for it because the idea is morbidly funny.
