The books I found most useful:

- core
- armory
- armory 2
- second sight
- hunter
- damnation city

Gives you everything you need to create a good city (damnation city), some subtle supernatural weirdness in players (core, second sight or hunter), and any monster you want (hunter).

And the gear to kill those monsters (armory and armory 2).

I also own Vampy and Slashers as well, because they are fun, but not as generally useful (and can be modeled well enough with Hunter's monster creation). I found that WoD Antagonists was somewhat obsoleted by Hunter. The fluff is still good though.
