Resolution 1 - XSD will be used for all schema publications from the 4e DSWG. Resolution 2 - Schema will be separated between "core" and "presentational" documents. Core documents are intended to be normalized data that can be used in a variety of software applications; master lists, reference, search, etc. Presentational documents are primarily intended to exchange a formatted document that will be presented to an end user. These documents do not have the same restrictions on them that core documents do. They should be designed in the most direct way and limit (or forbid) external references.
