Varies by time of day and day of week and phase of the moon and what people had for breakfast. I don't always see the peak times and I've noticed 10-15 users on site recently but it's always a toss-up whether people are around when you want to play. Come in anyway! Maybe other people are waiting for a critical mass before coming in themselves.

Of course. Waiting until other people are on is a great tactic until everyone uses it, after all. One of ISRP's perpetual problems, if I'm not grievously mistaken.
