Depends on what you want to do exactly. A quick tug is a minor action; trying to climb it or tie it in a know or something is standard.
To be more clear about the setup, it emerges from the trees at about chest height, rises up to a branch about 2 feet overhead, and then is draped over the branch to dangle down to about shoulder level. You can try an active Perception check to see where it leads in the trees as a minor action.

I wish Tonk was level 2, because he would have the Garrote Training feat and I could have him choke the guy with the rope! That'd be an AWESOME way to figure out what it does!

Hmm, it's a little ambiguous whether E18 is difficult terrain or not, since its half-full of tree. I guess I'll say it's not.
Dextyr shifts to E18 and attacks Bandit 2 with Vicious Mockery, hitting for 9 damage, bloodying him and giving him a penalty to hit.

Joe are you going to NPC Tristan or should one of us take his turn? I belive as per LS he is getting married this weekend and won't be able to check in for a week.
Was just gonna mention that - I believe it was tomorrow (that is, today now - the 9th) that he was getting married, so I was waiting in case he had time for one last post on the 8th. Looks like that didn't happen.
While he's gone, I think it'd be most appropriate for either Blade (the fellow avenger) or Dextyr (the leader) to play him. But if you prefer, free to discuss things and do it by consensus, or however you decide to handle it.

The corners of Tristans mouht curl up in what can only be compared to that of a wolf about to devour its prey "It was a mistake to run...prepare to feel Dayna's wrath" snarls Tristan as he stares at the bandit in front of him. He strides forward and takes a swing at the bandit. "You shall not get away from me this time"
You know, if Dextyr always posts for Tristan, we can save some time as he just posts them both at once.
Tristan moves up between Dextyr and the bandit, feints, and then stabs true. The bandit brings up his mace to deflect the strike.
The bandit facing Tonk shakes his head to clear it. "Pull it and find out!" he yells, and, forgetting his aborted promise to surrounder, swings his mace around in a mighty sweep, connecting solidly with the side of Tonk's head. As Tonk sees stars, he turns and flees across the road to the relative safety of his comrade.
Status
Tristan puts Bandit 2 under his Oath of Enmity, moves to D18, and misses it with both rolls.
Bandit 1 attacks Tonk with Dazing Strike, hitting with a 20, for 5 damage. Tonk is dazed until the end of Bandit 1's next turn, and the bandit gets to shift 1 square. It shifts SE to K17, and then runs to E16.
With the enemy hitting his punch brother, Blade smiles (a rare event) that the man's movements bring him within reach.
"You shall feel the wrath of Maros for that cowardly strike." the deva pronounces and strides forward to deliver.
He swings quickly with his greataxe at the bandit, intent on focusing his fire on the man.

Due to Tristans 'Bond of Pursuit' power he used vs bandit2, he gets to shift up to 5 squares as a free action since the bandit did not end it's turn adjacent to him. Is this an immediate reaction that happens now (at the end of the bandits turn) or does that happen at the start of Tristans next turn?
As the bandit makes a feeble attack and backs away, Tristan is determined not to let him escape. "There is no escape" Tristan states as he not only keeps up with te bandit but manages to slip around and cut off the would be escape route.
