That said, I've looked everywhere and from what I can tell although the badge is OFFERED to Girl Scouts nationally, it is not officially part of the national organization's advancement structure. It's not on the Girl Scouts' badge explorer site (I wish it was!). Emphasis on badges has shifted over time. It used to be that badges were a requirement for everything, and now it seems badges are much less rigorous for both organizations. A troop or pack can technically offer any badge they like, but that doesn't mean it's nationally offered by the org.
